APH Requested to Investigate Serang Regency Land Office Allegedly a Den of Recommendation Buying and Selling

Furthermore, the narrative also corroborated the statement by M, the attorney for the Pertek Recommendation permit applicant.

Confirming that an official with the initials Y, the Head of Planning and Empowerment (P2) at the Serang Regency Land Office, Banten Province, had demanded a reward of two drones at a price of Rp 125,000,000 x 2 = Rp 250,000,000 (Two Hundred and Fifty Million Rupiah) per unit, the report stated that the report had a negative impact on the public.

The Banten Community Development Association (PM2B) also spoke out, stating that the report constituted evidence pointing to the facts that implicated the official with the initials Y.

There was an alleged intention to abuse his official authority in buying and selling Pertek recommendation permits.

This was explained by H. A. Hariri, Chairman of PM2B, to the media at his office in Ruko Sukses, Serang City, Banten Province, on Monday (11/17/2025).

H. A. Hariri continued, stating that he had negative thoughts, wondering if the official in question was accustomed to receiving gifts from applicants for Pertek recommendations.

Besides tangible gifts like gifts, there could also be monetary gifts of varying amounts. The amount he received could reach hundreds of millions of rupiah, or even more.

“Because, I’m sure the official with the initials Y wouldn’t have dared to ask for a gift from one of the companies applying for Pertek recommendations if he wasn’t accustomed to receiving gifts from Pertek applicants,” he said.

H. A. Hariri further stated that he even suspected the possibility that illegal levies (Pungli) from the sale of Pertek recommendations were being channeled to the Head of the Land Office (Kakan) of Serang Regency, Banten Province.

H. A. Hariri reminded that Law Number 20 of 2021 concerning the Eradication of Corruption explicitly prohibits State Officials and Civil Servants (ASN) from requesting gifts or other forms of gratuities related to their duties.

This action can be categorized as a criminal act of corruption.

Requesting or accepting gratuities can create a conflict of interest, diminish independence, and violate the code of ethics and applicable regulations.

“I ask Law Enforcement Officers (APH) to immediately investigate and inspect the Serang Regency Land Office, which is suspected of being a hotbed for the sale and purchase of Pertek Recommendations.

It is clear that the person with the initials Y is suspected of corruption, collusion, and nepotism (KKN), as he has admitted to requesting two drones as a gift from one of the Pertek Recommendation applicants,” H. A. Hariri asserted.

“On the other hand, when asked for confirmation via WhatsApp chat and as of the time of this report’s publication, the person with the initials Y, Head of the Planning and Empowerment (P2) Division at the Serang Regency Land Office, appeared silent and did not answer,” he concluded.
